Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM has been working in Pakistan since 1996. The organization currently implements three main projects:
•A post emergency program focusing on access to health care for the populations affected by the conflict in KPK.
Since May 2009, the Khyber-Pakhtoonkhwa province (KP) experienced several crises, following continuous military interventions in various locations which resulted in massive displacements of populations. MdM has been operating to provide access to health care services to both displaced and host populations in this province.
•A long-term program focusing on Family Planning and Prevention of Unwanted Pregnancies in Punjab province
MdM in collaboration with Population Welfare Department of Punjab, has been implementing a 2 year pilot project to increase the awareness of the target community about family planning, strengthen the volunteer support groups and improving the knowledge and skills of the service provider i.e. PWD.
Following an exploratory mission that took place in May 2005, Operation Smile program was initiated for the first time in Pakistan in October 2005. This mission gives priority to the treatment of sequels of burns to women victims of violence. Several plastic surgery operations are necessary for the patients suffering from the burns to recover a certain physical mobility and functionality.
MdM appoints a surgery team twice a year to provide access to plastic surgery through a partner hospital in Islamabad.
JOB DESCRIPTION :
The human resources coordinator position has been created a year ago in the mission, with the primary objective of over-hauling the human resources system of MdM mission in the country. Significant progress has been made towards that end since then.
Under the supervision of the general coordinator, you have to pursue the system improvement efforts, including with the development of new policies and procedures according to the needs of the mission, along with supporting the mission’s daily activities in terms of HR.
More specifically, the main responsibilities are to:
1.Human resources management background work
-Review and improve the HR policy in accordance with the legal framework of Pakistan and MdM core values
-Ensure complete implementation of the newly developed HR policy and its application to the national staff and propose improvements or adjustments if necessary
-Work in collaboration with the coordination and field teams to improve the organizational chart, clarifying hierarchical and functional links and follow the set-up for its monthly update
-Ensure that all staff are informed and trained about the existing policies
-Develop and harmonize the necessary HR tools and supervise the implementation by all field teams
-Ensure the monthly follow-up of HR tools
2.Technical Support & Capacity Building Team management
-Supervise the overall recruitment of national staffs
-Carry out the capacity building trainings of HR team on all relevant HR administration and management procedures
-Yearly, develop a training needs assessment and a training plan for the mission’s staff
-Organize at least twice a year a “Welcome at MdM” training for newcomers, and refreshers sessions for staff
-Review the existing evaluation mechanism for ‘learning and development’ of employees and carry out necessary changes for improvement
-Perform regular field visits, to control and supervise the human resources matters, and report to the related coordinators for implementation of key recommendations
-Support the relevant persons dealing with HR matters/issues both at coordination and base levels
-Provide regular evaluation and on the job training to the team under his/her responsibility
-Contribute to disciplinary measure and propose adequate response, in support of the line manager, if needed
4.Communication, Reporting, Capitalization
-Coordinate regular meetings with the administrative and financial department
-Supervise HR department regular meetings
-Contribute to the Monthly Report (SitRep)
-Elaborate HR national folder requirement, control and monitor its implementation
-Ensure the standard archiving of national staffs HR files
-Elaborate HR Reports and contribute to all other reports by providing relevant data related to your position
EMPLOYMENT CONDITIONS :
Fixed-term contract : 12 months
Starting date : December 2018
Location: Islamabad (with regular field visits)
Salary: 2 763 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM)

Diploma in human resources management
Experience of 1 year minimum in a similar position with an I.NGO is required (with MdM is an asset)
Experience in negotiation and relationships with authorities in a challenging and difficult legal context
Excellent computer skills in Excel particularly
Knowledge of HR management software would be a strong asset
Languages: English is mandatory (oral and written)
Knowledge of country languages such as Urdu/Pashtu or French would be an asset
Supervision skills are required
